GPS Dog Collar That Can Be Accessed From A Computer?

Does anyone know of a GPS dog tracking collar that can be accessed from a computer? I have looked at several on the internet, but all of them require a handheld unit, which would be ok, except for the fact that they are limited to line-of-sight transmission. They can only broadcast for, at most, 7 miles. I want to be able to log into my computer and see where my dog is at all times. If he runs out of the transmission range of the handheld unit, then its useless. Any ideas? Thanks in advance.
Apparently I didn’t give enough details. My dog is a hound and I live in the country. He trails deer and rabbits all of the time. So at times, he can run for miles. And I’m not going to put up a fence or keep him chained in the middle of nowhere. I’m 10 miles from the nearest major highway. If you can’t provide a GPS based solution, please do not respond. How can I train my dog to be a hunting tracker?

We own a German Shepherd who is about 6 months old and is intelligent, and has a nice, ripe brain for training. Though we wanted her for guarding, is it possible to train her to be a hunting tracker capable of pursuing an injured deer faster and better than we could in the wee hours of the morning? I understand German Shepherds were not bred particularly for hunting. We have had one or two occasions in which the deer escaped, and we would have to come back in midday to pick up the blood trail by visual only. A dog would be very helpful for this.
