Dog GPS Collar To Track My Dog?

I’m looking something that uses the GPS and the GSM technology. I mean I want to pay monthly fee only for my mobile phone provider for the SIM card.

Is there anything like that on the market?
Most of the collars that I’ve found requires monthly fees that I really don’t want to pay.
